Can ZEP Holders Apply for Permanent Residence?
The short answer is: not through the ZEP conditions alone. Home Affairs has specifically clarified that ZEP holders do not qualify for permanent residence permits because they hold ZEP status.

What Home Affairs Clarified
The 15 April 2026 government statement says the policy position has not changed and that, consistent with the permit conditions, ZEP holders do not qualify for permanent residence permits. That does not mean a Zimbabwean national can never qualify for permanent residence. It means the ZEP itself is not a permanent-residence bridge unless another legal category applies.
Separate Routes to Check
A person who holds ZEP may still need advice on whether they qualify under a separate South African immigration category. Common checks include:
- Long-term work visa history and employment category.
- Critical skills route, where qualifications, professional registration and work experience fit the current list.
- Spousal or life-partner route, where the relationship evidence is strong and the sponsor qualifies.
- Relative, business or other mainstream categories under the Immigration Act.
- Whether any previous overstay, V-list or prohibited-person issue must be resolved first.
Avoid These Mistakes
- Do not pay anyone who promises automatic permanent residence for all ZEP holders.
- Do not submit a permanent-residence application unless the legal category is clear.
- Do not confuse the May 2027 ZEP extension with a permanent status.
- Keep proof of employment, study, business, tax and family ties because those may matter for a separate route.
