Form 19 South Africa: Declaration of Undesirability

Form 19 is the form used to inform a foreigner that they have been declared undesirable. In overstay cases it is often issued when the person departs South Africa after the visa expiry date.

Reviewed 5 August 2026. This guide is based on South Africa Immigration Regulations, 2014, the DIRCO overstay appeal procedure, and current DHA directive wording. It is information only, not legal advice.

Why Form 19 Matters

Form 19 is the core document for an overstay appeal because it records that the declaration was issued and usually shows the basis of the decision. Without it, you may struggle to identify the exact period and reason for the ban.
